Instead of using rubbing alcohol to remove permanent marker, try going over it with a dry erase marker. Now that doesn't seem to make sense, but I tried it and the chemical in the ink that eradicates the dry erase pen will also do the same for the permanent marker, even if it dried on already.

FWIW I have many CD-r's I made over a decade where I used a permanent marker and they still play fine even though I can see the ink has now, after years, 'bled' into the lacquer or coating.
The issue is not new. Numerous CD vendors have noted that the thin protective lacquer coating can deteriorate from contact with certain solvents in markers. To eliminate the risk, water-based markers are recommended for CD labeling, Album).
As a solvent, alcohol is generally less damaging than xylene and toluene, which are common in aromatic solvent-based markers. According to anecdotal reports, alcohol-based markers can be used to label CDs without causing performance problems. However, there are no explicit lab test results to show what effect solvents in markers have on different CDs or DVDs, particularly over the long term. RaunchnrollJun 22, Location: Toulouse, France. The recommendation in the original post came from my thread.
Just to be clear, my friend talked about old CDs, those made before the 's. Apparently the coating evolved when they began making picture-CDs.
